WISCONSIN: TOO MANY PRISONERS?

Wisconsin has 23,000 people in prison. Minnesota has 9,000. Are we safer for it? We are surely poorer. Now, there is a movement to cut our prison population in half. Would that be better for families and communities? Or is the idea an open invitation to crime?
